The Juvenile Crime Bill
Agressively Attacks Biblical Christianity

The promotion of anti-Christian bigotry is pervasive throughout the Clinton Administration's programs. This is especially evident within the juvenile crime prevention programs that have already been introduced into our nation's schools.

The Clinton Administration defends much of their anti-Christian initiatives by referring to "scientific studies" that are no more than junk science. One example of this is a youth suicide study which The National Center for Injury Prevention and Control (NCIPC) -- a department of the Centers for Disease Control (CDC) -- is promoting. This study, which was repudiated by Dr. Louis Sullivan, the former Secretary of Health and Human Services, because it was never subjected to any peer review, blames Protestant and Catholic churches, which teach that homosexuality is a sin, for causing the suicide of teens. The federal government is using this unscientific study to support their call for Christians to change their doctrine on homosexuality.

Another anti-Christian initiative that the Clinton Administration recently announced is a $300 million program to develop "safer learning environments." This program will be a joint venture between a number of agencies. This joint agency effort states that one of its goals is to "reshape attitudes and beliefsÖ" Ö"It is not the role of government to change people's beliefs or to determine which religion is good or bad." At the center of this "safe learning environment" is a curriculum entitled "Healing the Hate." The troubling nature of "Healing the Hate" is summarized by President Clinton in this quote found at the very beginning: "Prejudice and contempt, cloaked in the pretense of religious or political conviction, are no different...they fuel the fanaticism of terror." (President Clinton; 1997 Inaugural speech)

The President's point is clear to Christians -- If your religious beliefs teach that homosexuality is a sin, then you and your religion are bigoted, intolerant and prejudicedÖ

In this curriculum, under the section "Perpetrators of Hate," young readers find anecdotes which use terms like "Baptist" and "Pentecostal" to describe the origins of violent neo-Nazis and KKK-like extremists. Nowhere does it state that Christians believe that racism is immoral or wrongÖ

The curriculumÖ establishes "hate prevention training" programs which are incorporated into a child's school day. This "hate prevention training" teaches that all lifestyles are acceptable and that any belief otherwise is the "root" of hate. (It is this "root of hate" --the belief that some lifestyle choices are wrong-- that is targeted.) This has obvious implications for the Bible believing Christian.

"Healing the Hate" is the core curriculum used in youth violence prevention/hate crimes programs funded by the federal government. Traditional Values Coalition discovered millions of dollars worth of contracts and grants, which are paid with taxpayer dollars, for the development and implementation of such anti-Christian programs. A similar multi-agency publication, "Preventing Youth Hate Crime -- A Manual for Schools and Communities," distributed by the Department of Education and Justice Department, offers teachers and community leaders a list of resources. Many of the resources listed are anti-Christian organizations that promote homosexuality. The Washington State Safe Schools Coalition offers kindergarten teachers a curriculum that teaches about gay, lesbian and bisexual as well as the term transsexual including discussion that they have sex change operations.


All of these anti-Christian programs are inadvertently being authorized under the House Juvenile Crime package. If this package succeeds unchanged then the Clinton/Gore Administration will be free to continue its practice of funneling federal dollars to attack Christianity. Representative Mark Souder (R-IN) will offer an amendment to the House Juvenile Crime Bill (The Child Safety & Youth Violence Prevention Act of 1999) to prohibit funds authorized by this bill from being used in programs that denigrate or undermine religious beliefs. This amendment is needed to stand against the open attack of Christianity within our nation's schools and communities.


The House Juvenile Crime Package will be voted on as early as Wednesday, June 16, 1999. If the Souder Amendment is not approved with the bill then school children will be taught that Christians are perpetrators of hate. Please contact your U.S. Representative and ask them to protect America's children from government funded anti-Christian bigotry in the classroom and to vote for the Souder Amendment to HR 1501, The Child Safety and Violence Prevention Bill.
