Plan Could Get Bogged, Watered Down by Opposition


Yesterday President Bush announced his intent to develop and deploy an anti-ballistic missile defense system, confirming that the 1972 ABM treaty with the former Soviet Union was obsolete. "Today's world requires a new policy...active nonproliferation, counter-proliferation and defenses... Deterrence can no longer be based solely on the threat of nuclear retaliation." Bush said he intended immediately to dispatch representatives to engage in talks with our allies and Russia, and that their input would be considered before a final U.S. plan was established.

--The ABM treaty was formulated when the Soviet Union and the U.S. were the world's only nuclear powers. Based upon the MAD doctrine (Mutually Assured Destruction), it prohibited both nations from producing any missile defense system. The doctrine rational fear of annihilation would constrain both from launching a "first strike."

--Foreseeing rogue nations in possession of nuclear arms, President Reagan proposed the use of advanced technology to develop a space-based missile defense system called SDI (Strategic Defense Initiative). Dubbed by detractors as "star wars," it was viciously opposed by Democrats in Congress and soundly defeated.

--The president spoke in general terms, and mentioned no particular weapons system, but Democrats wasted no time in criticizing his "plan." Senate Democratic leader Tom Daschle (SD) called it a "lemon." Sen. Joseph Biden (DE), senior Democrat on the Senate Foreign Relations Committee, said "it could cost...$1 trillion" and "we should not head down the Star Wars road again.''

--America's European allies were cool. Germany pled "caution." Sweden said this would "trigger an arms race." Even the British stopped short of endorsement, welcoming Bush's pledge to "consult." China attacked the plan, but Russia "welcomed talks."'

The entire U.S. is now defenseless against any ballistic missile attack. It was reported on Monday that in late February, Russia and China conducted joint war games simulating the use of nuclear weapons against the U.S. in a conflict over Taiwan (The Washington Times, 4/30/01). For the sake of our children and grandchildren, Christians must pray that the President's initiative will produce a robust and effective missile defense system, even though it will be years before such a system is in place.

--Thank You, Lord, for giving us a President who is serious about defending our nation. Lord, You are our only hope. But You demand PRUDENCE. ESTABLISH this critical component of our nation's defense. UNITE our Congress & our Allies in agreement on this matter. RESTRAIN our nation's enemies, Lord, and grant our nation and Your Church REPENTANCE, that You might be our Defender as You have been in years past. In Jesus' Name.
