House Vote on $15
Billion Plan Expected Thursday
Rescue those being led away to deaththose
staggering toward slaughter. If you say, "But we knew nothing
about this," does not he who weighs the heart perceive it?
Does not he who guards your life know it? Will he not repay each
person according to what he has done? (Prov 24:11-12)
In January President Bush asked "Congress to commit $15
billion over the next five years to turn the tide against AIDS"
He later declared, "We can turn our eyes away or we can
take decisive, historic action to turn the tide against this
disease and give the hope of life to millions who need our help

- Staggering Statistics - Two-thirds of all AIDS
victims worldwide live in Africa. Thirty million Africans now
suffer from AIDS three million victims are children under
15. In Botswana, 40% of all adults are infected. Twenty million
Africans have already died and 55 million are expected to die
- The Uganda Miracle - President Bush would like
to see all Africa embrace a program begun in Uganda 1986. Uganda
emphasized prevention via abstinence and marital
fidelity NOT condom use. Uganda's AIDS infection rate
has dropped from 30% to 6% and there has been a dramatic reduction
in both teen sexual activity and adult promiscuity. The churches
in Uganda have worked hand-in-hand with the government to achieve
- Pro-Life Conservatives are deeply concerned - The
Bush-backed Bill that will come to a vote on the House floor
Thursday, May 1, lacks "Mexico City" language (prohibiting
federal grants to groups that advocate or practice abortion).
Pro-abort agencies, says one analyst, are "salivating"
over this new money. Another concern is that petty bureaucrats
in Africa could line their pockets with these monies and
the resources never reach those most in need.
The Miracle of Uganda took place because Uganda's leaders, desperate
for deliverance from AIDS and other curses, called the nation
to Solemn Assembly to a prolonged period of prayer, fasting,
repentance and seeking the face of God. Biblical curses call
for Biblical solutions. Charles Colson and William Bennett warn
if this bill is not "improved to reach the lofty goals
the president has laid out not only will we see a humanitarian
tragedy of epic proportions, we will also risk threats to the
political and economic stability of the entire continent and
world (The Washington Times, 4/29/03).
