Chabot Introduces New Bill In House

Hearing began this week on a reworked "partial-birth abortion ban" in the U.S. House of Representatives. House Republicans have placed the bill on a "fast track." The bill's author, Rep. Steve Chabot (R-OH), believes it will pass this summer, be sent to the Senate, and possibly be enacted this year (see http://www.washtimes.com/national/20020620-748226.htm).

**The banning of partial-birth abortions was a key element of the GOP platform and agenda. President Bush has promised to sign the ban into law if Congress can produce one. Pro-life leaders hope for House action before the fall elections so pro-life voters will know where their elected representatives stand on this defining issue, even if the Senate refuses to take up the bill.

**Chabot carefully crafted the bill to comply with the Supreme Court doctrine that emerged from Stenberg v. Carhart, a 5-4 decision in which the Court ruled a Nebraska partial-birth abortion ban to be unconstitutional. "We have every reason to believe the Supreme Court should uphold this," Chabot has said.

**House Republicans have passed bans several times since they took control of Congress in 1995. The Senate twice passed House originated bans, but then-President Bill Clinton vetoed them both. A dramatic 1998 effort to override Clinton's veto (a 2/3 majority vote is required for an override) failed 64-36.

**The ban has support from Democrats and Republicans, including some who do not usually vote pro-life.

**Rep. Steny Hoyer (D-MD) has crafted an alternative bill that includes a "health of the mother" exception. This loophole would effectively neutralize the ban.

**The number of partial-birth abortions conducted in this country is significant. Each year over 1500 are performed in the state of New Jersey alone.

The acceptance of this abomination signals America's certain and imminent destruction at the hand of a Holy God (see 2 Kg 24:2-4). Yet the enactment of a partial-birth abortion ban could be the first step in recognizing that the lives of unborn children deserve protection, an essential move if America has any hope of returning to the God of the Bible. Only repentant, prevailing prayer will overcome the obstacles that stand in the way of this ban becoming law.
